[1] This is not sensitive information, this is public data.
[2] This was neither a breach nor a leak (which are 2 different but related terms).
[3] November 2024 may be the day that you downloaded the file, but this data was first sold around 2007.
[4] The "business ID" that you speak of is something someone added in 2010, and not a number that the business owner would have any knowledge of!

Oh, damn -- it looks like you actually only have Illinois! Illinois had 420,687 records in the 2007 file. The original had all states, and 8.9 million lines.

Try using a text editor like EmEditor — it opens and reads the file without any issues. It seems there’s no other way.
